Three years after he failed in his attempt to row a homemade boat from Senegal to New York, a Queens, N.Y., man is set for another try. Victor Mooney is again attempting the feat to raise awareness about HIV prevention, but this time he will do so in a custom-made rowboat outfitted with a desalinator, solar-powered satellite equipment, and freeze-dried food.
