Health Conservative to Advise Bush

Claude Allen, former deputy secretary of the U.S. Department of Health and Human Services, has been named domestic policy adviser to President Bush. Allen is a staunch supporter of Bush's push for abstinence-only sex education and HIV prevention programs and has questioned the effectiveness of condoms in fighting the disease. While at HHS, Allen spearheaded audits of several AIDS service organizations, including New York's Gay Men's Health Crisis, that some right-wing members of Congress believed were misusing federal funds to encourage sexual activity or to produce programs or public materials that were obscene.
