Illinois has allocated $3 million to establish the Illinois African-American HIV/AIDS Response Fund, which will include the development of culturally sensitive HIV education and prevention programs for at-risk residents as well as establish 17 HIV service facilities in the state. AIDS activists say the response fund will help African-Americans access HIV testing and care services in their local communities.
