Threatened with the loss of millions in federal AIDS funds if they maintain codes-based HIV case reporting systems, several states and the District of Columbia are moving to implement names-based systems. D.C. officials in July unveiled a formal plan to switch to a names-based system, while Washington State health officials in June unanimously voted to adopt names-based reporting. Changes also have been completed or are underway in California, Illinois, Massachusetts, and Oregon.
