San Francisco's HIV/AIDS Providers Network, a coalition of about 50 AIDS service organizations, is planning the biggest overhaul in its more than 20-year history because of falling donations and smaller grants. The network plans to 'streamline' by creating one-stop shopping 'centers of excellence.' Many AIDS activists believe the plan will lead to the closing of smaller organizations and those that provide unique services or serve specific populations.
