Human Rights Watch released a report in March stating that Uganda is bowing to Bush administration pressure to promote abstinence and monogamy as the only ways to prevent HIV infections. 'We are promoting abstinence in order to please the United States so that we get more funds,' says AIDS activist Rubaramira Ruranga. Uganda is widely recognized for its 'ABC' HIV prevention plan, which promotes abstinence, being faithful, or using condoms, otherwise. But the HRW report says U.S.-funded advisers are telling HIV prevention workers to stress the 'AB' portion of the program and not discuss condom use.
