The New York City Commission on HIV/AIDS has released a report detailing ways the city can step up its efforts to combat the spread of HIV. The plan calls for improving access to HIV antibody testing, boosting condom distribution, expanding needle exchange programs, making HIV screening a routine part of all emergency room visits, improving HIV treatment and housing programs, and creating new education and prevention campaigns targeted at high-risk groups.
