THE GOOD
Coburn's reauthorization bill contains $70 million in additional grants for the nation's AIDS Drug Assistance Programs. The funds could help reduce the waiting lists in 10 states and avoid cost-cutting measures in others with high ADAP demand.
THE BAD
The requirement that 75% of all Ryan White funds be spent on primary medical care will result in funding cuts to support services such as case management, transportation services, emergency financial assistance, food banks, counseling and mental health assistance, and many other nonmedical agencies.
THE UGLY
Revamped funding formulas would scrap a provision that allows metropolitan AIDS cases to be counted in both city and state tallies, dramatically reducing grants to urban areas that are home to 70% of the nation's HIVers.
