Bush Forces Pledge on AIDS Groups

The Administration is forcing AIDS organizations that work overseas to sign a pledge opposing sex work in order to receive federal funding'even if the groups do no direct outreach with sex workers. The pledge stems from provisions in two 2003 laws on AIDS funding and sex trafficking. Conservative lawmakers support the pledge, but AIDS activists say it could hurt condom distribution programs for sex workers and boost HIV-related stigma in poor countries.
