'Joe Solmonese, president of the advocacy group Human Rights Campaign, on the reintroduction of the Early Treatment for HIV Act in the U.S. House of Representatives. The bill, cosponsored by 54 Democrats and Republicans (an equal amount of each), would provide access to Medicaid coverage for HIVers who have not progressed to a clinical diagnosis of AIDS. Experts estimate that such access to health care and medications could reduce the HIV-related death rate among U.S. Medicaid recipients by half over 10 years.
